The Ministry has established an ASAL Secretariat to lead and steer the process of harmonisation, alignment and coordination of development in Northern Kenya and other Arid Lands. The Secretariat will be the principal reference point for all stakeholders working in the ASALs. Some of the roles that have been earmarked for the ASAL Secretariat are:-

i. Provide policy and programmatic direction for the ASAL SWAP.

ii. Act as a ‘clearing house’ for all new project proposals and ensure they are aligned to the ASAL Vision 2030 MTIP.


iii. Service all coordination/transformation structures from the Cabinet subcommittee downwards.


iv. Streamline and manage relationships with all stakeholders.


v. Facilitate the establishment of key ASAL development institutions.


vi. Serve as a resource centre/knowledge base for the ASALs.

Launch of UWEZO Kenya first literacy assessment

Mohamed Elmi, the Minister of State for Development of Northern Kenya and other Arid Lands, launched the first annual learning assessment by UWEZO Kenya on 22 April 2010. UWEZO is a new regional initiative in East Africa which seeks to assess and improve literacy and numeracy skills among children.
The report highlighted the particular educational challenges facing Kenya arid districts, and the depth of inequality between the north and the rest of Kenya.
