The Human Resource management Division's mission is to offer quality services and to ensure maintenance of a well motivated human resource that will be able to contribute positively and effectively to the realization of the ministry s goals and objectives. The Human Resource management functions entails effective organization and administration of the Human resource management services in accordance with existing human resource policies, rules and regulations in the Civil Service with a view to ensuring that ministry s employees are properly facilitated for effective performance and productivity. This entails recruitment and placement, training and development needs for staff, career progression, human resource planning, communication, discipline, remuneration and staff welfare. In addition, the Division heads offer expert advice to the Authorised officer and other Heads of Departments on Human Resource management.

Launch of UWEZO Kenya first literacy assessment

Mohamed Elmi, the Minister of State for Development of Northern Kenya and other Arid Lands, launched the first annual learning assessment by UWEZO Kenya on 22 April 2010. UWEZO is a new regional initiative in East Africa which seeks to assess and improve literacy and numeracy skills among children.
The report highlighted the particular educational challenges facing Kenya arid districts, and the depth of inequality between the north and the rest of Kenya.
